Memorandum of Understanding with Libya suspended

On 23 May 2011, Foreign and Commonwealth Office Minister Jeremy Browne giving oral evidence to the Foreign Affairs Committee concerning the Foreign Office’s report on its human rights work in 2010-2011 stated that the Memorandum of Understanding with Libya was no longer operative (Question 68). It is not clear, however, as other EU states have done, whether Britain will sign new agreements with the current government in Libya along the same lines. The agreements with Jordan, Algeria, Ethiopia and Lebanon remain effective. In the 2010 report, Human Rights and Democracy the government reiterated its support for deportation with assurances as part of the UK’s foreign policy which it is planning to roll out to other states.
